Towne Mall Site

The City of Middletown purchased the former Towne Mall in August 2024 and is in the process of redeveloping the site.

A community survey about the Towne Mall redevelopment was conducted from November 13 to December 13, 2024. Approximately 632 people participated in the survey. A summary of the Towne Mall survey can be found here: Towne Mall Survey Results Summary

The City held the Town Hall at Towne Mall on December 16th. This meeting was designed as an open-house-style event to present the information collected from the community survey and allow staff to gather additional thoughts and feedback. Now that the Community Engagement Plan is complete, the City will use the information from the community input process to write a Request for Qualifications (RFQ).  The RFQ will be presented at the City Council meeting held on Tuesday, February 18th, under the City Manager's Report. Following the presentation and approval by the City Council, the RFQ for the redevelopment of the Towne Mall site is anticipated to go out to bid on the City's Bidview in February.

What is a Request for Qualifications? A Request for Qualifications (RFQ) is a document used to obtain proposals from potential developers to assess their qualifications and capabilities. The City will evaluate any proposal received against the scope of work that will be outlined in the RFQ document to determine the best-qualified group to complete the project.

COMMUNITY ENGAGEMENT PLAN


Community Survey: NOW CLOSED

Town Hall at Towne Mall - The event occurred on Monday, December 16th, with two sessions held in the former Elder Beerman space, attended by approximately 80 people.

City Council Strategic Work Session - The event was held on Saturday, January 25, 2025, at the Event Center of Middletown.

Request for Qualifications Presentation - The request for qualifications for the Towne Mall site will be presented at the City Council meeting on Tuesday, February 18th.
