The Sidewalk Curb & Gutter (SWCG) Program is aimed at removal and replacement of defective concrete in the public right-of-way. The SWCG Program is a component of the yearly street paving the Department of Engineering coordinates. In the City of Middletown, property owners are responsible for keeping the sidewalk, driveway, and curb that is in between their property line and the road surface free from defect. Any concrete in the right-of-way that meets the criteria below is marked, recorded, and summarized in a letter that is sent to the respective property owner via certified mail. Property owners then have the option of either hiring a contractor or letting the contractor selected by Engineering replace the marked concrete at their property.
