Rodney Muterspaw, a lifelong Middletown resident, rose through the ranks at the City of Middletown as a Patrol Officer, Detective, Sergeant, Lieutenant, and Deputy Chief before being selected as the Chief of Police in January 2015.

Muterspaw, who was born and raised in Middletown, brought in a mindset that Community Policing was not an assignment, rather a philosophy of policing. This created a more enjoyable working atmosphere while still getting the job done effectively. Change and Community were the departments calling cards under his command.

Muterspaw was the recipient of several City Manager Pro Awards, the Martin Luther King Jr. Drum Major Award for his work in the Community, the City Manager Middletown Way Award for his above and beyond performance in his duties, the History Maker Award for his tenure in Middletown and the NAACP Award for Leadership as the Middletown Police Chief. He has also been recognized for Outstanding Attainment by the Ohio Senate as well as a Congressional guest of the United States Congress to the Presidential State of the Union. He has appeared on many television and media outlets to promote community-police relations. He retired from the Division of Police in January 2020. His book, The Blue View, released in December 2020, has received national recognition from media nationwide and has been read in six countries.

He remains extremely active in the community through his real estate career at Berkshire Hathaway and Community outreach. Muterspaw is a graduate of Middletown Christian High, attended Cedarville University, the Police Executive Leadership College, and the Southern Police Institute at the University of Louisville. He is married with three children and three grandchildren.
