MIDDLETOWN, OH – August 15, 2023 – Middletown City Manager Paul Lolli has initiated an administrative restructure aimed at bolstering the efficiency of city operations and fulfilling Middletown's forward-thinking vision. This reorganization includes the appointment of an additional assistant city manager, underlining the city's commitment to both strategic planning and leadership development.
Nathan Cahall, the incumbent assistant city manager, will preside over key departments such as economic development, finance, human resources, law, information systems, communications and the court's liaison.
Ashley Combs, the current director of development, will become assistant city manager. Combs brings extensive expertise to the role, overseeing developmental services, public works, utilities and parks, transit, community events and the community center.
"This marks a pivotal juncture in our city's journey, as we strive to elevate the quality of life for our residents by generating employment opportunities, fostering vibrant neighborhoods, and cultivating a diverse array of attractions that solidify Middletown's standing as a premier city in Ohio."
At the heart of these appointments is a dedication to nurturing leadership within the city's workforce. This shift in organizational dynamics empowers Lolli to focus on public safety, health, and the environment, while also amplifying the city's receptiveness to community voices beyond the confines of City Hall.
Current Assistant Director of Development Services Devra Wells will be promoted to director of development services.
In alignment with this strategic focus, Lolli's efforts will center on the execution of the city's comprehensive master plan, aptly named "Destination Middletown." This ambitious blueprint encompasses progressive enhancements across Middletown's park system, the Middletown Regional Airport, and a multitude of other initiatives designed to enrich the city's fabric.
These advancements within Middletown's leadership structure exemplify the city's dedication to both proactive management and strategic growth.
